IBR Packaging’s journey began in 2010 as Innovative Biomedical Resources, when we started servicing high-end medical devices and distributing premium skincare products to aesthetics professionals. While our original focus was narrow, those early years taught us something invaluable: precision engineering and deep understanding of customer needs.
In 2011, we made a pivotal decision to bring skincare packaging in-house. As our operation grew, we discovered a significant market gap. Small brands—startups, growing companies, innovators—wanted to create samples and trial sizes of their products, but the barrier to entry was impossibly high. Manufacturers demanded minimum orders of 25,000 to 50,000 units per SKU. For a small company wanting to sample multiple products, that was simply unrealistic.
We saw an opportunity to solve that problem.
We invested in our first pouch-filling machine. To be honest, it wasn’t an immediate success. We faced equipment challenges, lacked industry expertise, and spent years learning how to operate these complex machines reliably. But we persisted. Our commitment from the beginning was unwavering: create superior-looking pouches and deliver exceptional customer service. These two pillars became our foundation.
That persistence paid off. A manufacturing partner reached out and asked if we could help with a project. It was the beginning of something bigger.
In 2017, we made another strategic decision: we wound down the biomedical business entirely to focus exclusively on flexible packaging—an area we had come to genuinely enjoy and excel at. By 2022, we made one final choice: we discontinued the skincare brand to dedicate ourselves fully to what we love most—helping brands succeed through superior packaging.

Our FDA-registered and SQF Level II certified facility handles everything from stick packs and pouches to sachets and die-cut flexible packaging. We work with brands at every scale—from pilot runs to multi-million-unit production—because we believe no project is too small or too ambitious.
